Superintendent Remarks

Dr. Muri commented on the first day of school, a day that presented more than 35,000 students a “teachable moment” with the eclipse that traversed the country from Oregon to South Carolina. He said that he was fascinated watching teachers leverage the opportunity for students of every age.

Recognition of Gary Henry as Region 4 TESPAN of the Year

Trustees recognized former Valley Oaks Elementary principal and currently a Director of Talent and Support Services Gary Henry for being named Region 4 TESPAN of the Year by the Texas Elementary Supervisors and Principals Association. The award recognizes TESPA members who are “committed to advancing the principalship and the association, as well as serving as a voice for Texas students.” After starting his career in Alvin ISD in 1992, Henry came to SBISD in 2000 as an assistant principal at Rummel Creek Elementary and in 2002 was named principal at Valley Oaks, where he served for 15 years.

First Reading of Policy

Trustees heard of first reading of policy FEC (LOCAL) – Attendance, Attendance for Credit. The policy would use SBISD’s District of Innovation (DoI) status to exempt itself from certain provisions of the state’s 90 percent rule, which requires 90 percent attendance in a class in order to receive credit. The policy was posted for public comment for 30 days on the Board of Trustee’s policy website.

Order Calling a School Bond Election

Trustees unanimously approved a call for a $898.4 million bond election on Tuesday, Nov. 7. The bond package was developed first by a community-based Bond Advisory Committee then further refined by Trustees. The $898.4 million proposal would spend:

  • $796.3 million on facilities
  • $60.1 million on technology
  • $13 million on transportation
  • $10 million on CTE
  • $3 million on fine/performing arts
  • $16 million on bond administration

Trustees lauded the work of the Long Range Facilities Committee and the Bond Advisory Committee, as well as the work of Board of Trustees in 2007, who crafted the district’s currently completed $597.1 million bond program.

Chapter 41 Contract Option 3

Trustees unanimously approved the purchase of attendance credits from the state of Texas for the 2017-18 school year. Attendance credits are how school districts who elect Option 3 pay recapture – Robin Hood – to the state.


Schedule for 2018 Graduation Ceremonies

Trustees unanimously approved the schedule for 2018 graduation ceremonies, to be held on Saturday, May 26; Tuesday, May 30; and Thursday, Aug. 16.

Consent Agenda

Trustees unanimously approved the consent agenda. The consent agenda is a group of routine agenda items that are considered as a whole. Trustees have the privilege of removing items for separate consideration. No items were pulled.

Opening of School

Trustees watched a short montage of photos from the first day of school. Dr. Muri thanked everyone involved for a great opening day – “we sometimes forget how much work goes into it,” he said, adding, to some laughter, “176 (days) to go.”

Legislative Update

Dr. Muri said that SBISD came through the legislative special session “unscathed,” but that nothing really happened for public education either. He said there were some interesting grant opportunities, and that a public school finance study commission presents an opportunity to continue working toward reform.

NOTE: The Board’s scheduled fall retreat on Friday, Sept. 8, was cancelled due to Hurricane Harvey. The scheduled workshop meeting on Monday, Sept. 11, was postponed until Monday, Sept. 18. An emergency meeting was held Wednesday, Sept. 6, to deal with items requiring immediate attention due to Hurricane Harvey.
